at the end of 1906, before ruch was known of the nature of
the rock and the quantities of the water, 1llustrates a
programme drawn up by tir. Barry and left with the Chief Resident
Engineer for record as an ideal to which he should endeavour
to attaint.
It was not, however, put forward by us officially
as it was always recognised that unforeseen circumtancos
would be likely to arise which would involve unavoidable delays.
From calculations made at the time of our report to you daten
March 36th 1907, vo ostimated that the tunnel would be completed
by the end of the year 1910. The average rate of progress has,
however, not baon completely attainod; but from our latest
information tuiero Booms to be reason to hope that better
progress than heretofore will now be made as the northern
Sikft has been completed and provides additimal working faces,
and a thoroughly practical man like "r. Waite has been appointed
